In 1938 the Kyiv House of Scientists was located in a historic mansion on Volodymyrska Street 45A. It was a key cultural and educational center for the scientific elite of Soviet Kyiv. In the 1930s the house functioned as a club for scientists of the Academy of Sciences of the Ukrainian SSR: lectures, scientific debates, cultural evenings and concerts were held here. Yevhen Oskarovich Paton (05.03.1870–12.08.1953) was one of the most famous Ukrainian scientists in the field of welding processes and bridge construction. Founder and first head of the Institute of Electric Welding of the Academy of Sciences of the Ukrainian SSR (1934–1953). During 1904–1938 he headed the Department of Bridge Construction of the Kyiv Polytechnic Institute. According to the designs of E.O. Paton in Kyiv the Park Bridge was built in 1910 and on the supports of the destroyed Mykolaiv Chain Bridge – the bridge named after Evgenia Bosch in 1925. In the 1930s – he developed the method of high-speed automatic submerged arc welding ("Paton method"). He invented the welding of special steels, in particular, for tank turrets during World War II. In 1953 a bridge across the Dnieper River was named in honor of E.O. Paton in Kyiv, which was built under his leadership.
In the form of a book, the cover is hard, brown in color with embossing on the front side. On the first spread there is a place for a photo and personal data of a current member. On the next spreads there is a place for stamps on the extension of the ticket, which were filled in for 1939–1941. Pages are torn off.
